Mr Liew Nam Soon
Board Chairman
Nam Soon has over 31 years of Consulting and Industry experience in Financial Services and Technology. He has worked extensively in Wealth and Asset Management; retail, SME, Corporate and Investment Banking; Insurance; private equity and FinTech. He has deep experience in business strategy, transactions and technology transformation, governance, compliance and managed services. He leads the Ernst & Young (EY) teams to help organizations create business value, transforming businesses digitally, focusing on sustainability and building ecosystems and alliances across different industries and the government and public sector.
Nam Soon is currently the Asean Regional Managing Partner and Managing Partner of Ernst & Young (EY) Singapore and Brunei. He is responsible for business performance, client services, strategy, operations in assurance, consulting, tax, strategy and transactions. He is also a member of the EY Asia-Pacific Area Operating Executive and EY Global Practice Group. Prior to the appointment, Nam Soon led the EY Asean Markets and Financial Services.
Before joining EY, Nam Soon held leadership positions with Prudential, IBM, PwC and started his career with Andersen Consulting.

Ms Lim Bee Kwan

Bee Kwan has over 30 years of experience in the field of infocomm technology, and has held leadership roles in public agencies including Ministry of Health, People’s Association, and Ministry of Education as well as Director of Technology for the inaugural Youth Olympic Games.
She was previously the Assistant Chief Executive for Governance and Cybersecurity, Government Technology Agency (GovTech). She strategised and developed programmes and initiatives to deepen cybersecurity capabilities and strengthen the governance function for Government digital services and Smart Nation infrastructure and applications.
Bee Kwan was also responsible for the Government Infrastructure Group in Infocomm Development Authority and was instrumental in the development and operation of Whole-of-Government ICT infrastructure, introducing innovative central infrastructure services and managed hosting platforms to support the initiatives of Government Agencies.
Bee Kwan is recipient of the Public Administration Medal (Silver) National day Award (2011) and is amongst the inaugural Singapore 100 Women in Tech (SG100WIT) which recognises the contributions of women in tech sector for their ability to influence, inspire and impact on community and industry. Bee Kwan serves on several Boards and IT Committees and is currently the Vice-President of Singapore Computer Society.

Mr Lam Chung Nian
Board Director
Chung Nian heads the Intellectual Property, Technology and Data Group at WongPartnership LLP, one of Singapore’s largest and leading law firms.
He has extensive experience advising clients on matters involving intellectual property, media, information technology, data protection and telecommunications law. He has worked on regulatory, transactional, enforcement and advisory projects in these areas for multinational companies, listed corporations and government regulators, and has handled many digital identity, electronic documentation, digital signing and authentication projects for financial institutions, regulatory and other clients.
Chung Nian’s expertise has been recognised by the Singapore Academy of Law, being one of the first Singapore lawyers to have been accredited by it as a Senior Accredited Specialist (Data & Digital Economy).
He is the President of the Asian Patent Attorney Association (Singapore Chapter) and has also served as a Co-Chair of the International Bar Association ("IBA") Communications Law Committee, of which he is now a member of its Advisory Board. He has also been appointed as a member of the IBA Presidential Task Force on Cyber Security.
Chung Nian is a Fellow of the Chartered Institute of Arbitrators (FCIArb) and has been appointed to the Singapore International Arbitration Centre (SIAC) Panel of Arbitrators for Intellectual Property Disputes as well as to the World Intellectual Property Organisation ("WIPO") Panel of Film and Media Mediators, Arbitrators and Experts, and the panel of mediators for the IPOS-WIPO initiative for Mediation for Proceedings Instituted in IPOS. He has also served as an IP Adjudicator for disputes before the Intellectual Property Office of Singapore.
Chung Nian graduated from the National University of Singapore. He is admitted to the Singapore Bar and to the Roll of Solicitors of England & Wales, and is a registered patent agent in Singapore.

Ms Tan Khiaw Ngoh

Khiaw Ngoh is currently an independent director and member of the audit committee of United Industrial Corporation Limited,
a public company listed on Singapore Stock Exchange since February 2020, and independent director of Hollysys Automation Technologies
Ltd, listed on NASDAQ since September 2020.
She has over 37 years of experience in the audit profession, including 23 years as an
audit partner.
Khiaw Ngoh presently serves as Honorary Treasurer of National Council of Social Service, Chairperson of the audit and risk committee, Chairperson of social work services standing committee and an Executive Committee Member of Singapore Children’s Society, a Finance Committee Member of Thye Hua Kuan Nursing Home, a Medifund Committee Member of Khoo Teck Puat Hospital and an Audit Committee Member of the Kong Meng San Phor Kark See Monastery.
She holds a Bachelor of Commerce (Accountancy) from Nanyang University and is a fellow member of the Institute of Singapore Chartered Accountants.

Mr Lai Shao Huan
VP, Projects and Operations
Shao Huan has over 25 years of experience in IT, including 11 years in GovTech. Before joining GovTech, he was a System Integrator doing systems deployment-related work such as coding, system integration and analysis. He spent more than two years in the Middle East implementing national trade systems in Saudi Arabia and judiciary systems in UAE.
He was one of the pioneers of NDI and was appointed the track lead for National Certification Authority (NCA) in 2017. Ensuring the efficient operation of NCA services, the robustness of the national infrastructure, and helping his engineers stay positive and motivated are the key driving forces of Shao Huan's work at Assurity.

Mr Alex Tey
VP, Managed Services
Alex was with the Singapore Armed Forces (SAF) for 27 years before he switched over to the IT field in Government Technology Agency (GovTech). During his time in the SAF, he has held command appointments where he led his unit to win the prestigious Best Unit Award and the Ministry of Defence (MINDEF) innovation award. His last appointment held in the SAF was the Branch Head of the Humanitarian Assistance & Disaster Relief (HADR) to save lives, alleviate suffering and maintain human dignity following a natural disasters. Alex was the recipient of the 25 years Long Service Medal (Military) and two Overseas Service (Operational & Service) Medals.
Alex was one of the pioneers who setup the Government Incident Reporting & Operational Centre (GIROC) in 2019. During his stint in GIROC, Alex headed the Operational team managing Whole-of-Government (WOG) ICTSS & Data incidents. He also spent a year in Government Infrastructure Group (GIG) as the Deputy Operations Director in Secured Infrastructure Programme Office (SIPO) before assuming the appointment of VP, Managed Services.

Mr Melvin Wong
Chief Information Security Officer
Melvin is a certified CISSP & CISM security professional whom has over 18 years of experience in IT, including 10 years in Cybersecurity. He was formerly the Agency CISO of one of the Government agencies and was responsible to lead, develop and drive cyber security initiatives to safeguard the agency’s IT assets. His other responsibilities include managing data centre security operations and IT security incidents; and is specialized in the area of IT Governance, Risk and Control.
As the CISO for Assurity Trusted Solution, one of his key task is to ensure our National Certification Authority (NCA) services are secure and compliant to relevant regulatory requirements.
