Robert Chew
Mr Robert Chew
Chairman, Assurity Trusted Solutions Pte Ltd.
Robert was formerly a partner of Accenture where he led the strategy practice in Southeast Asia and the Communications, Media and High-Tech industry practice in Singapore. Since his retirement in 2007, he has remained active in the technology industry as Managing Partner of early stage technology investors, iGlobe Partners and Stream Global.

Robert is an active angel investor in the United States, and is the Singapore ambassador for Singularity University, based in Mountain View, California, and a member of the Innovation Board of XPRIZE Foundation.

He is currently a board member of National Healthcare Group, Singapore University of Technology and Design, National Council of Social Service, Anacle Pte. Ltd., StaffonDemand Pte Ltd, Kwong Wai Shiu Hospital, SourceSage Pte Ltd, iGlobe Partners (II) Pte Ltd, Stream Global Pte Ltd, Singapore Mediation Centre, Shared Services for Charities Ltd and Tan Kah Kee Foundation.

He is a Fellow of the Singapore Computer Society (SCS) and was awarded SCS's IT Leader of the Year in 2009, and SCS's President Award in 2014. He chaired the Information Technology Standards Committee from 2005 to 2012, and currently chairs its Cloud Computing Standards Task Force. For his contribution to standards development, he was awarded SPRING's Distinguished Partner Award in 2011.

He was conferred the Public Service Medal in 2013 and the Public Service Star in 2017.

Ms Ang Mui Kim
Board Director/Chief Executive Officer
A recipient of the Public Administration Medal (Silver) National Day Award 2020 and listed in the inaugural Singapore 100 Women in Tech in 2020, Mui Kim has been instrumental in bringing about business innovation and transformation in both the private and public sectors.

Mui Kim started her career with the National Computer Board as a programmer. Prior to joining GovTech in 2009, she was the Group General Manager at SingTel’s subsidiary NCS responsible for a business unit that grew successfully locally and in key regional markets such as Australia, Malaysia and China.

Mui Kim has brought about significant changes in the organisations that she has worked with. A strong advocate of capability building, she is pivotal in crystallising the shape of the future IT workforce. She demonstrated vision and boldness with her push for the early incubation of in-house User Experience Design capabilities in 2010 and Agile Software Development capabilities in 2012 when she was the CIO at Ministry of Manpower. In March 2020 she was the Mission Lead for Workforce Transformation for 1,200 GovTech staff to uplift their digital competencies in agile, data, design thinking and cloud.

She was Vice President of the Executive Council of IT Management Association (ITMA) from 2014-2017. Mui Kim has been chairing the Singapore Computer Society’s (SCS) Board of Assessor for “Certification in Outsourcing Management for IT” (COMIT) since 2012. She was conferred a fellowship by the SCS in 2016 for her contributions in the IT industry.

Kwok Quek Sin
Mr Kwok Quek Sin
Board Director
Quek Sin is currently an Executive Director in Monetary Authority of Singapore (MAS). He is responsible for overseeing the development of the FinTech ecosystem to support Green Finance, as well as catalysing digitalisation within MAS and the financial sector.

Prior to MAS, Quek Sin was the Senior Director for the National Digital Identity programme, charged with the setting up of the National Digital Identity, Authentication, Signing and Data platforms. These products are part of the critical foundations and building blocks for Singapore's vision of a Smart Nation.

Before joining the Public Service in 2009, Quek Sin served in multiple consulting and management roles across various MNCs, including Accenture, Deloitte Consulting and HP.

Mr Vivek Kumar

Vivek Kumar is Assistant Director-General of the National Trades Union Congress (NTUC). He is the Director of U Startup, U Associate, U Future Leaders & U PME.

Under his leadership, his team grows the Labour Movement and builds relationships with 3-Generation NTUC members & networks, together with NTUC-affiliated unions and associations, NTUC Social Enterprises, NTUC U Associate professional guilds & professional groups such as startups & technopreneurs.

He is the honorary Chairman of the Asia-Pacific Advisory Board of Global Chief Marketing Officer (CMO) Council, a keynote speaker at regional conferences, and writes in selected business publications.

Shirley Wong
Ms Shirley Wong

Shirley Wong is an entrepreneur and has more than 28 years of experience in the IT & Technology industry. Currently she is the Managing Partner of TNF Ventures Pte Ltd. Prior to the current role, she oversaw the management and operations of the BT Frontline group in Asia Pacific, driving the professional services business for IT Security, Healthcare and Applications Development. She was the Chairman of Singapore Infocomm Technology Federation from 2013 to 2016.

Shirley co-founded Frontline Technologies in 1994, and it was listed on the Singapore Exchange in March 2001. Under her stewardship, the company has grown from a team of 8 to 5000 workforce spread across 11 countries in Asia Pacific. Subsequently, the company was acquired by British Telecom Global Services in March 2008.

She has been active in the startup scene, helping startups to secure funding, access to resources, market connections and go to markets. She is incredibly passionate about entrepreneurship and is excited to help build the startup community in Singapore. She engages in various judging events such as President Science & Technology awards, National Infocomm Awards, SiTF Awards and Asia Pacific ICT Awards etc.

Bruce Liang

Mr. Bruce Liang is the Chief Executive Officer (CEO) of Integrated Health Information Systems (IHiS) Pte Ltd since Nov 2016. Mr Liang also held concurrent appointments as the Chief Information Officer of the Ministry of Health Singapore (MOH) from Feb 2013 to Sept 2020, and the Chief Information Officer of MOH Holdings from Feb 2013 to Oct 2016.

Mr. Liang plays a key role in the advancement of Health Technology in Singapore. He is actively involved in the planning, development, and operations of Health Technology policies, strategies, cyber defence, architectures, standards, digital apps, platforms and systems to enable the dynamic and complex nature of healthcare delivery. Mr Liang is overall responsible for the management of more than 700 technology products that benefit users including MOH, all public healthcare institutions and more than 1,000 private institutions comprising GP Clinics, Community Hospitals, Nursing Homes and more.

Prior to joining MOH and IHiS, Mr. Liang held various leadership roles in Accenture over his 19-year career with the multinational corporation, including Managing Director for Growth and Operations of ASEAN Products Practice as well as the Health and Public Sector Practice in Asia Emerging Markets. He has extensive experience in complex and large scale enterprise planning and Business-IT transformation programs for Governments and large businesses across Asia.

Mr. Liang is an alumni of the National University of Singapore (NUS) School of Computing and is actively involved in the development of the infocomm industry. He serves and advises on the Executive Committee of Singapore Computer Society (SCS), IMDA’s Governing Council of TechSkills Accelerator (TeSA), NUS School of Computing Industry Advisory Committee (IAC), Advisory Board of the NTU Ageing Research Institute for Society and Education (ARISE) and LccL Coding Academy.

Tan Chee Hau
Mr Tan Chee Hau
Board Director
Chee Hau joined Prime Minister's Office as Director, Smart Nation and Digital Government Office (Planning and Prioritisation), in May 2017. Before that, he spent a year as a Sloan Fellow at the Stanford Graduate School of Business.

Chee Hau joined the public service in 2007 and has served stints at Ministry of Manpower, Minister of Defence, People’s Association and Sport Singapore. He studied Computer Science at Stanford University and graduated with Bachelors and Masters degrees in 2005.

Deborah Lee
Ms Deborah Lee
Board Director
Ms Lee was previously Executive Vice-President, Corporate Development of Singapore Press Holdings Ltd (SPH) from 2007 to 2015. Prior to joining SPH, she was a consultant, specialising in corporate development work and mergers and acquisitions.

Before her consultancy work, Ms Lee was Senior Vice-President, Business Development at the Wuthelam Group, overseeing the establishment of the industrial electronics business, real estate business development and private equity investment for the Group in the region. Ms Lee started her career as an auditor with Pricewaterhouse and subsequently joined Hewlett Packard, holding various management positions over a period of 11 years.

Ms Lee is presently a board member of Integrated Health Information Systems Pte Ltd, Metro Holdings, Prime Ventures Holdings Ltd and WTL Capital Pte Ltd. She is an Audit Risk committee member of MOH Holdings Pte Ltd, and Non-Executive Independent Director to the Boards of Ascott Residence Trust Management Limited and Ascott Business Trust Management Pte Ltd.

Ms Lee holds a Bachelor of Accountancy (Honours) and a Master in Applied Finance from the National University of Singapore. She is a Chartered Financial Analyst charterholder.

Dominic is Director, National Digital Identity. Dominic joined GovTech in Sep 2018 as Director, Moments of Life (MOL).

In the period that he has been with GovTech, Dominic has led the MOL team to build and operate effective platforms such as LifeSG, GoBusiness and VICA. These platforms are designed in a user-centric manner, enabling the government to have a personalised relationship with citizens. These product platforms are converging as they continue to grow so as to create an omni-channel experience for citizens and businesses.

Dominic always leads from the front, with exemplary demonstration of GovTech values and our leadership principles - always acting in the larger interest of One GovTech, modelling empathy and cultivating relationships across the board and focusing on developing GovTechies.

Before joining GovTech, Dominic spent 15 years in the electronics manufacturing service industry, running operations that deliver innovative high-tech products for international brands in the consumer, industrial, automotive and medical industries. He was involved in driving business transformation through improving core business processes, reducing waste and increasing reliability.

Eddie Chau formed Brandtology in 2008 after successfully incubating e-Cop, a company he founded in 2000, to a market leader in Info-Security Industry. e-Cop was acquired in 2007 by a wholly owned subsidiary of Temasek Holding Pte Ltd.

In 2011, Eddie co-founded V-Key with a key objective to make all mobile devices and applications more secured with cutting edge patented technology. In 2014, Ant Financial, a unit of Alibaba led a Series B investment round in V-Key. In 2012, Eddie co-founded TNF Ventures with several ICT entrepreneurs and venture capitalists, to incubate early stage ICT start-ups.

In 2013, Eddie founded Neeuro to develop products that empower people to live happier, healthier and more productively through the use of neuro-technology and gamification. In 2014, Eddie co-founded Spini, a marketplace for Sales Professionals to get crucial information for sales opportunities from the crowd.

Before founding Brandtology, Eddie was the Founder & CEO of e-Cop. He brought to the organisation his extensive experience in ICT. He led and charted all aspects of e-Cop group’s strategic direction from product development through to professional consultancy services, technology development, sales and global expansion. Under his dynamic leadership and vision, e-Cop has grown to be the market leader in the Info-Security industry with international presence spanning more than 20 countries.

Rachel's mission at Assurity is to develop products that enable seamless digital identity management for individuals, businesses and government to transact securely.

Rachel is passionate about helping with the digital transformation of the social service sector. Before her secondment to Assurity, she oversaw the strategic development and digitalisation efforts of the sector, enabling the government and social service agencies to render help to people in need in a more timely manner, through the use of technology.

Lai Shao Huan
Lai Shao Huan
VP, Projects and Operations
Shao Huan has over 25 years of experience in IT, including 11 years in GovTech. Before joining GovTech, he was a System Integrator doing systems deployment-related work such as coding, system integration and analysis. He spent more than two years in the Middle East implementing national trade systems in Saudi Arabia and judiciary systems in UAE.

He was one of the pioneers of NDI and was appointed the track lead for National Certification Authority (NCA) in 2017. Ensuring the efficient operation of NCA services, the robustness of the national infrastructure, and helping his engineers stay positive and motivated are the key driving forces of Shao Huan's work at Assurity.

Chan Swee Pheng
Chan Swee Pheng
VP, Managed Services
Swee Pheng started her career as a programmer before moving on to end user support, and then implementing systems and running operations. She has served in four Ministries (MOF, PMO, MICA and MOM) and spent several years in the former IDA managing operations in the Government Data Centre and running the IT unit in Infocomm Services. She joined Assurity in May 2020, overseeing the Managed Services unit.

Swee Pheng hopes to fulfil Assurity's vision of being the go-to company for managed IT services by equipping her team members with deep, in-demand professional skills so they are valued wherever they are deployed.
